Navegante Pass in Lisbon: Prices, Free Passes and How to Get One
One monthly pass covers the metro, buses, trams, suburban trains and ferries around Lisbon. The price depends on where you travel and who you are, and some residents pay nothing.

The Navegante Metropolitano pass costs €40 a month and covers almost all public transport in the 18 municipalities of the Lisbon Metropolitan Area; the Navegante Lisboa pass costs €30 for travel inside the city. Young people aged 4 to 23 can load the metropolitan pass free, and Lisbon residents over 65 get a free city pass.
Both prices are unchanged for 2026, according to the tariff tables of Transportes Metropolitanos de Lisboa (TML). Navegante is both the name of the reloadable card and of the monthly passes you load on it. Prices and rules below are as of November 2026.
How much does a Navegante pass cost?
Navegante pass prices have not changed since the system started in April 2019. For other fares, the metropolitan area set an update rate of 2.28% from 1 January 2026.
| Pass (as of November 2026) | Monthly price | Where it works |
|---|---|---|
| Navegante Metropolitano | €40 | All 18 municipalities of the Lisbon Metropolitan Area |
| Navegante municipal (e.g. Navegante Lisboa, Oeiras, Almada) | €30 | One municipality and its border zones |
| Navegante +65 | €20 | Metropolitan area; for people over 65, retirees and pensioners |
| Navegante Metropolitano Família | €80 per household | Metropolitan area; households of 3 or more |
| Navegante municipal Família | €60 per household | One municipality; households of 3 or more |
| Navegante Metropolitano Sub18 and Sub23 | €0 | Metropolitan area; young people |
Low-income residents and people with a disability of 60% or more can apply for Circula PT, which cuts the price of the municipal, metropolitan or +65 pass by 25% (level B) or 50% (level A). The metropolitan pass then costs €30 or €20.
Metropolitano or municipal: which do I need?
Buy the municipal pass if you live and work inside the same municipality; buy the metropolitan pass as soon as you cross a municipal line regularly. A commute from Lisbon to Oeiras, Amadora, Almada or Sintra needs the €40 pass.
The metropolitan pass is valid on regular services run mostly inside the metropolitan area by any operator. In practice that means Metro de Lisboa, Carris buses and trams in the city, Carris Metropolitana buses in the surrounding municipalities, CP suburban trains, Fertagus across the 25 de Abril Bridge and the Tagus ferries. Our guides to CP trains to Sintra and Cascais and Lisbon’s Tagus ferries explain those networks.
Who travels free in Lisbon?
Two groups ride free, with conditions.
- Young people aged 4 to 23. Carris says young people in this age range can load the metropolitan pass at zero value once a free profile is added to a personalised Navegante card. Students up to 24 on some integrated master’s courses, such as medicine and architecture, keep access. You need ID, a Portuguese NIF and your contact details. Children up to 3 ride Carris free without a card.
- Over-65s with their tax address in Lisbon. The city council pays for a free Navegante Urbano senior pass. It works on Carris and the Metro inside Lisbon and on CP trains as far as Benfica, Belém and Moscavide, but not across the 25 de Abril Bridge. You sign up once a year with a personalised card with the senior profile, an ID document and a tax domicile certificate from the Portal das Finanças, then reload every 30 days.
Over-65s who live outside Lisbon pay €20 for the Navegante +65. The details for each free profile are on Carris’s page on discounts and free passes.
How do I get a personalised Navegante card?
Monthly passes and all discounted profiles need a personalised card with your name and photo.
- Fill in the Navegante card application form, available at Carris and Metro customer service points.
- Bring an ID document (Citizen Card, passport or residence permit) and a recent colour passport photo with a plain background.
- Hand it in at a Carris shop (Santo Amaro, Arco do Cego or Saldanha) or another operator’s customer office. Carris offers a faster option, “Pass in 15 minutes”, in its shops.
- Pay the card fee. Metro de Lisboa’s 2026 tariff sheet lists €7.00 for a standard personalised card and €12.00 for the urgent one, or €3.50 and €6.00 for young people up to 23. Metro issues personalised cards at several stations, including Marquês de Pombal, Campo Grande, Cais do Sodré, Oriente and Aeroporto.
- For a discounted or free profile, bring the extra documents at the same time so the profile is added to the card.
A NIF is needed for the youth profile and helps with the others; see our guide to getting a NIF in Portugal.
How do I load and use the pass?
Load the pass at metro and train ticket machines, at operator shops and kiosks, or at a Multibanco ATM for reloads. The first load of a free senior pass must be done in a shop or kiosk.
Tap the card on the reader every time you board or enter a station, including on buses and trams. In 2026 TML began a digital Navegante card that validates trips on a smartphone. At first it worked only on Carris Metropolitana buses, with other operators to follow as the technical conditions allow, so carry the physical card for now.
Bottom line
For most people who live in Lisbon and commute beyond the city line, €40 a month is the pass to buy. Check the free profiles before buying anything for teenagers, students or older relatives: those passes need an in-person sign-up, but then cost nothing each month.
FAQ
Does the Navegante pass cover the airport metro?
Yes. The airport is on the Metro red line inside Lisbon, so both the municipal and the metropolitan pass cover it. See our guide to getting from Lisbon airport to the city centre.
Can tourists buy a monthly pass?
Monthly passes are loaded on a personalised card, which anyone with an ID document can request. Short-stay visitors usually use pay-as-you-go credit on a non-personal card instead.
Is the family pass worth it?
For a household of three or more adults who all commute, €80 for everyone on the metropolitan network costs less than three separate €40 passes. The household must live in the metropolitan area and renew its registration every year.
Does the pass cover trains to Sintra and Cascais?
Yes, the metropolitan pass covers CP suburban trains within the Lisbon Metropolitan Area, including the Sintra and Cascais lines.
