Dental Care in Portugal: What the SNS Covers and Who Gets It

Most adults in Portugal pay a private dentist, but the public health service covers more than many newcomers expect. Here is who qualifies and how to get referred.

Portugal’s National Health Service (SNS) covers dental care in two ways: dental cheques (cheques-dentista) for children and young people under 18, pregnant women followed by the SNS, some older people and other priority groups; and dentists at health centers, open to any registered SNS user by referral where the local health-center group has a dentist. Everyone else pays a private dentist, and those bills count toward the IRS health deduction.

The rules below come from the SNS 24 service pages on dental cheques and on dental consultations at health centers, as of November 2026.

Who can get a dental cheque?

Dental cheques are referrals under the National Oral Health Promotion Programme (PNPSO) that you use with a private dentist who has joined the scheme. SNS 24 lists these groups:

Group How it works
Children and young people under 18 At ages 7, 10 and 13, cheques are issued through the school’s health center and handed out at school; in between, the family doctor issues them if the previous cheque was used
Pregnant women followed in SNS prenatal care Up to 3 cheques, usable until 60 days after the birth
Recipients of the Solidarity Supplement for the Elderly (Complemento Solidário para Idosos) who are SNS users Up to two cheques a year, if the dentist’s treatment plan requires it
People living with HIV/AIDS Ask the doctor following you about a referral
People at increased risk of oral cancer Covered through the early oral cancer intervention programme

Treatment under a cheque is free for the patient. Usually your family doctor issues the first cheque at a health-center appointment.

How do I use a dental cheque?

  1. Get the cheque from your family doctor, the prenatal team or, for school-age children, through the school.
  2. Find a participating dentist on the national list published on the SNS oral health website (saudeoral.min-saude.pt). Any participating dentist in Portugal will do.
  3. Book with the dentist and bring the cheque and your SNS user number.
  4. Stay with the same dentist for the whole cycle of treatment.
  5. Use the cheque before the expiry date printed on the first cheque.

To change dentist, ask your health center for a new cheque and choose again from the list. If you do not have an SNS user number yet, see our guide to getting an SNS user number and a family doctor.

Can adults see a dentist at the health center?

Yes, if your group of health centers (Agrupamento de Centros de Saúde, ACES) has at least one dentist. SNS 24 says there are no clinical criteria for referral, and since January 2017 it has been open to all registered users rather than only priority groups.

  • The first referral comes from your family doctor, or from any doctor at the health center if you do not have one, so your records reach the dentist.
  • Your doctor can refer you only to dentists in the same ACES.
  • Later referrals are issued by the administrative staff, and a referral is valid for one year.
  • There is no maximum waiting time; it depends on the local waiting list.

The consultations, and diagnostic tests ordered in them, are exempt from user fees (taxas moderadoras). Treatment plans can carry charges based on the stomatology price table. Aesthetic treatments are excluded, including whitening, orthodontics, implants and crowns.

What about a dental emergency?

For an urgent problem such as a broken tooth, go to your health center and ask for an urgent appointment, or call SNS 24 first on 808 24 24 24; a nurse will direct you to the most suitable service. Our guide to the SNS 24 helpline explains how the triage line works.

Severe swelling, trauma to the face or bleeding that will not stop are emergencies: call 112 or go to a hospital emergency department.

What does a private dentist cost?

Private dentists set their own prices, and there is no official price table for private care. Ask for a written estimate (orçamento) before any treatment beyond a check-up, and compare clinics. Health insurance policies and some employers’ plans include dental networks with agreed prices; check what yours covers.

Can I deduct dental bills on my IRS return?

Usually yes. Under article 78-C of the IRS Code, 15% of health expenses paid by any member of the household is deductible from the tax due, up to €1,000 per household, as of November 2026. Dental services generally qualify as health expenses when the clinic invoices them as a health service.

  1. Give your NIF to the clinic for every invoice.
  2. Check on the e-Fatura portal that the invoice appears and is classified as health (saúde).
  3. Any part reimbursed by an insurer does not count.

Our guide to the IRS tax return in Portugal explains when and how the deduction is applied.

Bottom line

If you have children, are pregnant or receive the Solidarity Supplement for the Elderly, ask your family doctor for dental cheques before booking a private dentist. Other adults can still ask for a health-center dental referral, which is free of user fees, though waiting times vary by area. For private care, the NIF on every invoice is what turns part of the bill into a tax deduction.
